Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The paper should define the scope of the paper, emphasize new advances, theories and/or applications and include an analysis of results.
  • The submission file is in Microsoft Word format.
  • All illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
  • The text adheres to the stylistic and bibliographic requirements outlined in the Paper Template.
  • After posting the application on the website it will be checked by the committee for compliance with the formal requirements and originality. Then paper will be assigned for reviewing for scholar of an appropriate scientific field.
  • Anti-plagiarism policy
    For all articles submitted for review, the level of uniqueness of the author's text is determined using appropriate software ("StrikePlagiarism"), which shows the level of uniqueness of the article, the sources used and partial overlap of the text. Citation is allowed in a volume not exceeding 15% of the total volume of the article. Thus, the uniqueness must be at least 85%.

Review process

All research articles submitted to the editorial board undergo the review (scientific examination) procedure.

Review of research articles submitted to the editorial board is carried out with the aim of the most objective assessment of their content and involves a comprehensive analysis of the advantages and disadvantages of the presented materials. Previously unpublished scientific articles that correspond to the topic of the publication are accepted for publication, in particular, covering issues of mathematical and computer modeling, automated control systems and modern information technologies.

A scientific article should contain a summary of the intermediate or final results of scientific research, cover a specific separate issue on the topic of the dissertation or scientific research, record the scientific priority of the author, and make its material accessible to a wide range of specialists.

The degree of compliance of the article submitted to the editorial board with the requirements for preparing manuscripts for publication in the publication "Modeling, Control and Information Technologies" is separately taken into account.

The editorial board reserves the right to reject an article at the preliminary review stage if its content does not correspond to the topic and scientific direction of the journal, if the text does not meet the standards and scientific style of the Ukrainian or English languages, if the requirements for technical design and structuring of the material are not met.

The review process is carried out by members of the editorial board and independent experts in the relevant fields (at least two). Manuscripts are reviewed confidentially (double "blind" review). Disclosure of the confidentiality of manuscript review violates the author's rights. Editors do not disclose information related to the manuscript (including information about its receipt, content, review process, critical comments of reviewers and the final conclusion) to anyone except the authors and reviewers themselves. Violation of confidentiality is possible only in the case of a statement about the unreliability or falsification of materials; in all other cases, its preservation is mandatory.

Reviewers assess the theoretical and methodological level of the article, its practical value and scientific significance. In addition, the article’s compliance with the principles of ethics of scientific publications is determined and recommendations are provided for eliminating cases of their violation.

The editorial board notifies the authors in writing of the decision made.

Articles by members of the editorial board undergo a standard procedure of double “blind” review, organized by the editor-in-chief. Members of the editorial board do not participate in reviewing their own manuscripts.

Reviewers are appointed on the recommendation of the editor-in-chief and by decision of the editorial board. Also, by decision of the editorial board, individual articles by prominent scientists and authors specially invited by the editorial board to write an article may be exempted from the standard review procedure.

The standard review procedure usually takes place within 14 days. The review period may vary in each individual case, taking into account the creation of conditions for the most objective assessment of the quality of the submitted materials.

The author of the scientific work is given the opportunity to familiarize himself with the text of the review. The interaction between the author and the reviewers takes place indirectly through the editorial board of the publication "Modeling, Control and Information Technologies" or through the OJS (Open Journal Systems) publishing platform. At the request of the reviewer and with the consent of the editorial board, the interaction between the author and the reviewer may take place in the mode of direct personal contact (such a decision is made in order to improve the style and logic of the presentation of the research material only in the case of a positive review by the reviewer).

If the reviewer indicates the need to make certain corrections to the article, the article is returned to the author for revision with a proposal to take into account the comments when preparing an updated version of the article or to refute them with arguments. When resubmitting revised materials to the editorial office, the author accompanies them with a message regarding the inclusion or reasons for non-inclusion of the reviewer's comments and comments on all changes made to the article. The copy of the article corrected by the author is resubmitted to the same reviewer for a decision and preparation of a reasoned opinion on the possibility of publication. The date of acceptance of the article for publication is the date of receipt by the editorial office of a positive opinion of the reviewer (or the decision of the editorial board) regarding the feasibility and possibility of publishing the article.

In case of disagreement with the reviewer's opinion, the author of the manuscript has the right to provide a reasoned response to the journal's editorial office. In such circumstances, the article is considered at a meeting of the editorial board's working group. The editorial board may send the article for additional or new review to another specialist. The editorial board reserves the right to reject the article in case of the author's inability or unwillingness to take into account the reviewers' recommendations and comments.

A scientific article that has received favorable reviews is sent for literary and technical editing. Interaction between the author and the literary (technical) editor can take place in any form - in person, by e-mail, on Skype, by phone. Minor stylistic or formal corrections that do not affect the content of the article are made by the literary (technical) editor. The edited and prepared for publication materials are finally agreed with the author before publication.

The recommendation for the publication of the next issue of the journal (with an indication of the content) is made by the Academic Council of the National University of Water Management and Environmental Management and is recorded in the relevant protocol.
